Weekly Superfast Express Train No. 12761/12762 Tirupati-Karimnagar-Tirupati Introduced

South Central Railway will introduce a Weekly Superfast Express Train between Tirupati and Karimnagar, which will be inaugurated from Tirupati o­n 29th May 2013. Thereafter, the regular services will commence from 30th May 2013 (inaugural train service from Karimnagar). The schedule of the Superfast Express Train service is as follows:

1.Train No. 12761 / 12762 Tirupati-Karimnagar-Tirupati Weekly Superfast Express:

Inaugural Service:

Train No. 02761 Tirupati-Karimnagar Superfast Express o­n its inaugural run will depart Tirupati o­n 29thMay 2013 at 15 30 hrs and arrive Karimnagar at 04 15 hrs o­n the next day.

Regular Service:

Train No. 12762 Karimnagar-Tirupati Weekly Superfast Express will depart Karimnagar every Thursday from 30thMay 2013 at 19 15 hrs and arrive Tirupati at 08 05 hrs o­n the next day.

In the opposite direction, Train No. 12761 Tirupati-Karimnagar Weekly Superfast Express will depart Tirupati every Wednesday from 5thJune 2013 at 22 40 hrs and arrive Karimnagar at 11 15 hrs o­n the next day.

Enroute these trains will stop at Peddapalli, Jammikunta, Warangal, Mahbubabad, Khammam, Madhira, Vijayawada, Gudur, Sri Kalahasti and Renigunta stations in both the directions.

These trains will comprise of o­ne AC II Tier, o­ne AC III Tier, eight Sleeper Class, six General Second Class and two Second Class Luggage cum Brake Van Coaches totaling to eighteen coaches.

Circular Subject: Setting up of Rail Coach Factory at Rae Bareli – Requirement of staff.

Ref : Railway Board Letter No E(NG)II 2007/PO/Genl/18 dated 13.03.2013.

A Rail Coach Factory is being set up at Rae Bareli (UP).  This factory is one of the premier projects of the Indian Railways and is required to be completed within a time bound schedule. The construction work is in full swing and production of LHB coaches has already commenced. In this regard many notifications have been issued by this organization calling for applications/options.

This organization is in urgent need of Supervisors and Ministerial Staff of Mechanical, Engineering, Personnel, S&T, Store, Finance and General Departments working in various streams and grades. They may submit their applications/options through proper channel.



In this connection Railway Board vide Letter No E(NG)II 2007/PO/Genl/18 dated 13.03.2013, has now extended the last date of cadre closing as 30.06.2013.


It may be mentioned that the staff who opt for regular absorption in Rail Coach Factory, Rae Bareli have been allowed (as an incentive for joining the project) the benefit of three advance increments in the existing grade. Railway employees posted to Rail Coach Factory, Rae Bareli have also been allowed retention of Railway accommodation at the previous place of posting for a period of five years on payment of normal rent. The staff, who will join the project upto 30.06.2013 will get the benefit of seniority from his length of service in the present grade/post.



The staff who will join after 30.06.2013 will be considered only against the Direct Recruitment Quota as per extant terms and condition applicable, subject to availability of vacancies against the quota.


In view of the urgency, it is once again requested to kindly arrange to give wide publicity  amongst the staff on your Railway/units. Please forward options of the willing staff, in the enclosed proforma for regular absorption in RCF/RBL along with attested photo copies of service record, leave account and status of D&AR /vigilance clearance to this organization at the earliest so that staff can join RCF/RBL prior to 30.06.2013.

Two New Trains Viz., Secunderabad-Shalimar A/C Weekly Superfast Express & Kacheguda-Madurai Weekly Express to be Flagged off on 28th May, 2013 from Secunderabad Railway Station.

In Rajdhani/Shatabdi express trains are supposed to display the items to be served to passengers during snacks/breakfast/lunch/dinner etc.

The above question and its related questions has been raised in the Parliament by the Honble Member, the Minister of State for Railways Shri.Adhir Ranjan Chowdhury replied for the questions as follows…

"As per instructions the menu for Rajdhani/Shatabdi express trains indicating the items served to passengers in breakfast/lunch/evening tea/dinner are displayed in the tray mat while supplying the items to the passengers. Menu cards are also available with pantry car manager.

Complaints regarding overcharging and less quantity food are dealt with severely and punitive action like imposition of fine, warning, suitably advised and termination of contract etc. are taken according to the gravity of offence/irregularity.

Supervision and monitoring have been strengthened through a mechanism put in place by deploying railway personnel, who check quality, quantity and hygiene and take corrective action in a time-bound manner. A centralized Catering Services Monitoring Cell has been set up in Board’s office having a toll free number 1800-111-321 for prompt redressal of the passenger grievances related to the catering activities for real time assistance to travelling public. Further, on the same pattern, Catering Monitoring Cells have been set up at Zonal and Divisional level for daily monitoring of the catering activities. Continuous monitoring through all these is being ensured".

A petition was filed on Wednesday in the Kerala High Court seeking a directive to the Kochi Metro Rail Corporation to extend the rail to Tripunithura.

The petition was filed by A.B. Babu. The extension of the rail from Pettah to Tripunithura would benefit the corporation, Mr. Babu claimed.

The land acquired at Pettah would not be able to accommodate facilities such as a metro station-cum-commercial complex, parking area for commuters and loco-service station.

The acquisition would lead to the eviction of a large number of families and vendors. If the rail was extended to Tripunithura eviction of families could be avoided, he said.

The petitioner said 10 acres of unused land of SAIL at Tripunithura could be used to build a metro station and set up other facilities.

The terminal point could also be set up on paddy fields near the Tripunithura railway station. Authorities were yet to conduct a study in this regard, he said.

The petitioner said extending the metro rail in the first phase itself would ensure the economic viability of the project. All commuters using the metro rail would benefit if the service terminated at Tripunithura.

Added advantage

The proposed extension would be an added advantage as the terminal point would be a meeting point of the metro rail, the Tripunithura railway station and the proposed municipal bus terminal in the area, he said.

Clean Railway platforms, tracks and surroundings will be the order of the day in Vijayawada Division of South Central Railway and it has made a good beginning by imposing penalties on passengers littering the platforms or track surroundings up to the outer signal.

In addition to keeping the passenger amenities functional, the Vijayawada Division has taken care of littered scrap material along the railway track on entire division and removed 20,637 tonnes during last financial year and by auctioning part of it got Rs.55 crore.

This amount was the highest revenue earner for a division out of the six in the SCR and got the GM’s Shield also.

Cases booked

The demand for the damaged concrete sleepers was low, but now they are towing them to the nearest railway crossing or arranging them alongside the railway track for their staff put the departmental trolleys used for checking and repair purpose. These places work as spots for idling or Trolley Refuse when a train crosses a particular stretch.

Divisional Railway Manager Pradeep Kumar told The Hindu that the division had penalised 253 persons in April collecting Rs.52,650 for littering the Railway premises and now the average penalties/booking of cases were 100 per day.

During current month it had already collected Rs.4.29 lakh from the people and was providing dust bins at every 50 meters on the platforms.

People are supposed to keep the premises clean and those who violated were booked extensively on major railway stations in May with number of cases booked coming to 2,139 till May 21. “Outstation or Home Signal point is another area where littering takes place during day time, hence we are fixing an agency in some places and other places engaging manpower to clean up the garbage along the railway tracks”, Mr. Pradeep Kumar said.

Coming to sanitation on the trains, the DRM said that they had engaged an agency under OBHSK scheme and four persons take care of cleaning the toilets and remove garbage from the dust bins of the bogies.

“The volume of dust bins on board the trains was very meagre and that is why these persons collect it at regular intervals on some important day-time trains,” he added.

Government has taken several steps to facilitate to book tickets through IRCTC Website, in the respect now the server has been increased to tackle more traffic…

Summer holiday brings more rush to travel with Indian Railways to enjoy with their families and friends. Simultaneously, booking of train tickets through IRCTC is also increased several times than normal period. IRCTC Server has been supported to attend the requests for booking nearly 1200 per minute only, it has now been upgraded to book 2000 tickets per minute, official said. And it will be further upgraded to 7200 in future, he added.

Per day 3.67 lakh tickets are booked through the website of IRCTC and it has also been increased to 4.15 lakh per day gradually.

Still there will be problem to open and book tatkal tickets at 10 AM, particularly in week end and holiday times.

BANGALORE: Railways will introduce special trains between Patna and Bangalore to clear the extra rush of passengers. Train No. 06513 Bangalore City - Patna Weekly Express Special will leave Bangalore City at 10.10am on Tuesdays and reach Patna at 9.50am. Train No. 06514 Patna-Bangalore City Weekly Express Special will leave Patna at 08.20pm on Thursdays and reaches Bangalore City at 9pm on Saturdays.The first service from Bangalore commences on May 21 and the last service will be on May 25. The first service from Patna will be on May 23 and the last service on May 27. It will have 17 general second class coaches and two second-class cum-luggage vans.

IRCTC has informed that the user registration service will not be available during 07:00 Hrs. to 11:00 Hrs.

It is another move to give better service to Indian passengers, IRCTC has decided to reduce the time duration for registering new user with IRCTC website, particularly to avoid extra traffic block in the peak hours. The new timings for registration as a new user with IRCTC only between 7.00 Hrs. to 11.00 Hrs.

Southern Railway press note said that the train services partially and totally cancelled on 24th and 25th this month between Chennai Central and Gudur due to line block in the respective sections.

Change in pattern of train services in Chennai Central – Gudur section and Line Block

Due to line block/power block to facilitate erection of RCC box segments for limited use subways in Chennai Central – Gudur section, the following changes will be made in the pattern of train services.

The following EMUs will run only upto Ennore and will be partially cancelled between Ennore – Gummidipoondi / Sulurpetta on  24th & 25tth MAY 2013 :

Railway News: Free medical centre at Tambaram railway station

CHENNAI: A free medical centre opened at the Tambaram railway station on Monday. Set up by Global Health City in association with the railways, it will provide emergency care for passengers at the railway station, according to a statement from the hospital.

It will have first aid facilities, a nursing station, treatment and examination areas and dressing room. There will also be round-the-clock ambulance facility with a team of trained professionals

A doctor, paramedic and a nurse will be available 24x7, according to the statement.

Tambaram, a major transit point, has an inflow of at least 50,000 passengers a day and the centre will be able to address emergency care in the area, the statement said.

The centre was inaugurated by Dr Krishna Kumar, head, ENT department, Global Health City.

Basing o­n the Electronic Reservation System (ERS) tampering and overcharging cases of booking of train tickets through the agent outlet, Railways have launched an educational campaign to generate awareness amongst the general public and rail users o­n booking of E-tickets through agents and also to stop such type of activities.

Rail users and passengers booking e-tickets through agents outlet should verify the details about the agent from IRCTC website www.irctc.co.in including photo id and authorization certificate prominently displayed at the outlet or not.

Passenger should fill up booking/cancellation request slip for the booking/cancellation of the e-tickets and insist his mobile number into the system correctly, so that a confirmation message from IRCTC about the details of the ticket booked against the said passenger will be provided which can be serves as a valid ticket. Passenger need not require carrying print e-ticket and may show the message to the TTEs o­n duty during travel. This can be save paper for a greener environment.

The passenger should check that, the name of the agent outlet, booking the ticket along with address, contact number and name of the Principal Agent are printed o­n the e-ticket or not when taking print e-ticket and also ask for a receipt for passenger’s booking/cancellation.

The passenger should carry his/her identity proof in original with laminated photograph and identity serial number during the journey. The e-ticket can be cancelled through the same agent outlet without any additional service charges for cancellation if required.

The rail users/passengers should not pay more than the approved charges like IRCTC & Agent service charges at a cost of Rupees Forty (Rs.20.00 + Rs.20.00) for AC-1, AC-2, AC-3 and other upper class tickets and Rupees Twenty (Rs.10.00 + Rs.10.00) for Sleeper and Second class Sitting tickets. Also the passenger should not pay additional charges for printing of tickets or stationary or for cancellation of tickets.

If, the agent demands more than the prescribed service charges, passengers can lodged a complaint at agentcomplaint@irctc.co.in or care@irctc.co.in and may also contact to 011-23745962 or 011-39340000 o­n this matter.

The IRCTC website www.irctc.co.in is open exclusively for the individual users from 08.00a.m to 12.00 noon and also advised passengers not to buy e-tickets from agents during the above period. If any passenger found travelling with Normal/Tatkal reserved e-tickets booked by unauthorized persons/touts during the above period, the journey ticket is liable to be cancelled and penal action may be initiated under the Railway Act. The rail users can dial, send SMS HELP or RAIL to 139 for any Railway enquiry.

Do’s  for the agents.

I. General Guidelines

Registration  as an agent in IRCTC is issued for booking of  E- Tickets only (except RTSA agents, who are authorized by  Railways) .

IRCTC’s rules & regulations are to be read properly & followed strictly. Ignorance of the same cannot be considered as a valid reason.

Agents are required to give the correct address, Telephone. No & mail id  in the registration form.

Change of address should be intimated to IRCTC immediately along with the original certificate issued by IRCTC, in order to issue a fresh certificate.

Certificate of Authorization issued by IRCTC should be prominently displayed at the agency.

Agents if permitted by IRCTC, can keep  a sign board outside their agency in which IRCTC’s logo can be displayed. IRCTC’s logo (Soft copy) will be sent by e-mail on request by the Agent.

The agents must be fully aware of the extant rules. For this  programmes are being conducted by the agent’s cell. So far training was given to agents  of Sify, BPCL, Hughes & PC training institute.

The user id’s of the agents who are not booking tickets (non transacting agents) will be de-activated after a period of time as decided by IRCTC.

All fraudulent activities like Overcharging, booking tickets thru personal user id’s, creating multiple user id’s will be dealt strictly. The minimum punishment will be deactivation and also further legal action will be initiated against the agent.

Alteration or tampering of the original ERS slip is a criminal activity and is punishable u/s 420 of the Indian Penal code.

Individual id given to Agents by IRCTC or Master group is not transferrable. Agents should verify the ids provided to them and also the authorization certificate issued by IRCTC. If by mistake, id of another agent is issued to them they should immediately inform their agent group.

Whenever the cancellation ticket amount / the TDR refund amount which is credited back in the agent’s account used for ticket booking could not be refunded to the customer due to various reasons, the money should be returned to IRCTC.

Agents if found to be using wrong id, then their ids will be deactivated   immediately as well as legal action will be taken against them.

Agents should practice good business ethics.

Mandatory for agent to display rules & regulation in the outlet.

II . Guidelines for Booking/ Cancellation of Tickets

It is mandatory for all agents to take the written requests from the customers for both booking & cancellation of the tickets. These requests are to be preserved for a period of six months.
Agents should issue receipt on their own stationary for the amount collected from the customers.
The receipt should contain details like Railway Fare, IRCTC’s service charges, agents service charges etc. (The service Tax as applicable on the agents service charges should be shown separately in the receipt).
The agent must ensure that the transaction (Booking or cancellation) is done with the complete knowledge and acceptance of the customer.
The service charges to be collected by the agents should be displayed prominently by the agents in their premises.
Cancellation is a part of the service already extended to the Customer. Hence no extra charges should be collected when the customer approaches the agent at a later date for cancellation of his ticket.

III. Guidelines for Filing TDR

It is mandatory for the agents to obtain a written request from the customers before TDR cases are filed with the Railways.
If cash cards are used, it is pertinent to retain the exhausted  cards for refunds if any.
Agent should refund the money to the customer immediately in all cases.
Along with the refund, the refund details must be provided to the customer during cancellation.
In case of refund of e- tickets which could not be cancelled on website, the agent must inform the customer about the process, take contact details & remit the refund to the customer as and when it is credited in the agent’s account.

IV. Guidelines for the Agent Group

Agents or the Organization should register their Franchisees/ Branches only if minimum basic Infrastructure already exists. The Agency should have its own office with valid license for online ticket reservation and efficient staff to handle the booking / delivery of e- tickets as and when required.

It will be obligatory on the part of the principle agent to control the activities of their sub agent. The principle agent will be equally liable for all civil and criminal liabilities of their sub- agent.

ERS issued by the agent should contain name and full address contact details of the same agent and the name of the principle agent.

The ERS issued by all the agents should  be  strictly in the format prescribed by the IRCTC.

Agent group should educate their agents regarding rules and regulation of IRCTC or about ticket booking software (in case of web services agents) etc.

Principle agent should ensure complete sharing of information & full cooperation with IRCTC.
Agent Group or organizations with or without web services should keep a close watch on the conduct of their agents & in case of receipt of complaint   against any agent by the customers then the agent id should be deactivated at the operators end immediately, under intimation to IRCTC.

All mails / references made by IRCTC in agents matter should be replied back within (7) days.

In case of deactivation of agents by master  agent IRCTC should be informed immediately. Agent group should ensure that ids are not transferred. If an agent wants to surrender his id then the same should not be transferred to another agent. New agents should be given fresh ids only. IRCTC will initiate action against the agent group if found guilty in such matters.

On repeated receipt of established complaints of overcharging, fraud refund claims etc against a particular agent group is received by IRCTC then further registration of agents for that agent group will be stopped for six months.

The agent group should control the activities of their sub agents. In case of alteration or tampering with the ERS slip the same is punishable u/s of the Indian Penal code for which the second party as well as the agent is liable.

Dont’s for the Agents

No advertisement in any form whether in print or press media is to be issued without prior permission from IRCTC in writing.

Extra charges in any form whether for cancellation of the ticket    or checking the availability status should not be collected from the customers.

Booking of  I- tickets is prohibited & punishable with minimum punishment of immediate   deactivation of the user id.

Transfer &  re-sale of Tickets is punishable under Indian Railway Rules under Sec.142.
Agents are prohibited to print Reservation Application Forms with IRCTC Logo on top.
Popularizing the organizations name as authorized Railway Agents is strictly prohibited.
The agents are “IRCTC authorized E- Ticketing agents”.

IRCTC’s  logo should not be used in Visiting Cards, Letterheads, and Pamphlets or in any other forms unless approved by IRCTC.

Tickets should be booked only when the customer approaches.

Login page should not be kept idle for a long time.

Do not use back or refresh option while booking tickets.

Do not book benami e- tickets (anybody doing so will be prosecuted).Blocking of accommodation by giving fictitious names in   any train should   not be done. As per the Indian Railways Act-1989 blocking of accommodation is a criminal offence and is punishable.

The Electronic Reservation Slip (ERS) should not be modified. If brought to the notice, IRCTC will take necessary punitive steps.

Do not cancel the tickets without the knowledge and request of the customer.
Do not change the profile by entering new details even if update profile link is available(Rare cases) in the left panel in our website after logging in. if you update you will be reverted as individual user loosing the functionality of agent booking.

Do not lose the Digital Certificate as you will not be able to login without the certificate.

If above guidelines are not followed then punitive actions will be taken as detailed below:
A penalty of upto Rs. 20,000/- will be imposed on the Principal Agent.

Double the amount of overcharging will have to be paid to IRCTC by the Principal Agent.
The Agent sub user ID will be permanently deactivated and debarred from booking etickets for customers in future.

Apart from above penalties, violation of any of the terms & conditions of IRCTC for eticketing would lead to BLACKLISTING OF PRINCIPAL AGENCY and will not be entertained for reactivation under any circumstances.

For Principle agents:

If complaints are received and proved against 10 different agents of a   principle agent in a period of 03 months then a showcause notice will be issued.

If between 11-20 complaints are received and proved against different agents of a principle agent in a period of 03 months then a warning will be issued and further registration of agents of that principle agent will be stopped for 01 month.

If between 21-30 complaints are received and proved against different agents of a principle agent in a period of 03 months then further registration of the agents for that principle agent will be stopped for 03 months.

If more than 30 complaints are received and proved against different agents of a principle agent in a period of 03 months then the services of the principle agent will be terminated for 03 months.For any principle agent if no. of complaints received in a calendar year is more than 0.25% of the total of their agent group then the services of the principle agent will be terminated for 06 months.

For any activity which is restricted by IRCTC like unauthorized branding, Tatkal Robot Facility, saving booking form either at server or at client machine or  allowing Tatkal form to be opened before stipulated Tatkal time,  use of technology for gaining unfair advantage in Ticket booking, Technical problems (making changes without proper testing etc.) etc.,   the services of the principle agent will be deactivated for the next 06 months in the first instance and for second instance, services will be permanently terminated.

Central Railway has issued a press release, in order to clear more rush for the period of summer,  the weekly special train between Sainagar Shirdi – Hazrat Nizamuddin has been extended from 6.6.2013 and the advance booking will start from 16.5.2013.

Railways have decided to extend weekly special trains between Sainagar Shirdi – Hazrat Nizamuddin to clear the extra rush of passengers during summer rush.  The details are as under:

04011 weekly special will leave Sainagar Shirdi at 08.25 hrs o­n every Saturday from 8.6.2013 to 29.6.2013 (4 trips) and arrive Hazrat Nizamuddin at 12.50 hrs next day.

04012 weekly special will leave Hazrat Nizamuddin at 23.30 hrs o­n every Thursday from 6.6.2013 to 27.6.2013 (4 trips) and arrive Sainagar Shirdi at 22.30 hrs next day.

HALTS – Puntamba, Kopargaon, Manmad, Bhusawal, Khandwa, Itarsi, Bhopal, Jhansi, Gwalior, Agra Cantt. and Mathura Jn.

Guidelines have been issued from time to time regarding procedure for release of berths out of Emergency Quota. Commercial Circular has been issued by the Railway Board, more than 20 points given as instructions to follow the procedure of allotment of Emergency Quota as follows…

1. The Emergency Quota on different trains will be released by the Railway authorities nominated for this purpose from time to time.

2. A time limit for the finalization of the allotment of Emergency Quota for each train will be laid down.

3. All requisitions for allocations from the Emergency Quotas will be centralized in the office of the competent authority and final allocations decided only at the expiry of the stipulated period.

4. A list of all VIPs booked in the train (irrespective of journey commencing station) including HOR holders/Members of Parliament and other VIPs, should be taken out at chart preparation centers of train originating stations to find out details of the VIPs including MPs booked and action will be taken by the incharge to seek reservation for them from the emergency quota controlling authorities. In case of VIPs commencing journey from intermediate stations, a watch will be kept by the intermediate chart preparation centers also. The ultimate responsibility will, however, rest with the train originating station.

5. Whenever the Parliament House Booking Office/any other Booking Office sends a message for MP/VIP’s onward and return journey, a copy should invariably be endorsed to CCM and ACM(Reservation)of the concerned Railway. This shall be in addition to the communication sent to the Chief Reservation Supervisor/SM concerned. The officer concerned in the Headquarters office will take necessary action to get the accommodation released in favour of the MPs/VIPs. However, the provision of taking out the list of VIPs booked in a train as mentioned above shall be strictly followed.

6. The allotment of Emergency Quota to HOR Holders/VIPs should be strictly as per their inter-se seniority in Warrant of Precedence. In the case of same status, the priority in booking of accommodation will prevail i.e. the VTP who has booked earlier will be given preference over the one who has booked later.

7. In case a 4-berth compartment is to be allotted to an HOR holder in the absence of a coupe:

a) two HOR holders may be clubbed together in a 4 berth compartment; and

b) if clubbing of two HOR holders into a 4 berth compartment is not feasible and a Member of Parliament happens to be travelling by the same train, the latter may be allotted accommodation in the 4-berth compartment along with an HOR holder.

8. In case the demand is in excess of available accommodation & it is not feasible to attach extra coach to provide accommodation, in the desired class, the allotment will be done as per procedure listed in para (vi) above and the remaining may be provided accommodation in the alternate class. Hon’ble MPs / VIP will be suitably advised regarding provision of accommodation in the alternate class.

9. The remaining Emergency Quota after meeting the demands for self travel of HOR holders, Members of Parliament and other VIPs, shall be used to meet the demands received from VIPs and others. While deciding the persons for whom the Emergency Quota is to be utilized, the competent authority controlling the quota would take into account all relevant factors like the status of the passenger travelling, nature of emergency like travelling on Government Duty, bereavement in the family, sickness, Job interview etc.

10. Whenever accommodation in extra coach is required to be utilized as Emergency Quota or Emergency Quota is to be enhanced, the same should be done with the approval of CCM or DRM. Such approval should be taken in writing.

11. The utilisation of other quotas for allotment of out-of-turn accommodation should be resorted to only in rare cases to cater to the urgent demands of HOR holders, MPs, Parliamentary Committees, other VIPs & other important demands which cannot otherwise be accommodated within the Emergency Quota. This should, however, be done with the personal permission of the CCM / DRM.

12. Once Emergency Quota has been fed into the computer, no manual correction should be resorted to.

13. The written requests for release of berths/seats out of Emergency Quota must be signed by a Gazetted Officer.

14. Serving Railway staff below the Gazetted rank and retired Railway officials can submit the requisitions for release of berths out of Emergency Quota under their own signatures when they themselves or their family members as indicated in Pass Rules are travelling whether onleave or on duty.

15. Recognized Federations of Railways should nominate authorised signatories for signing the requisitions for release of berths out of Emergency Quota.

16. In all the requisitions received for release of berths out of Emergency Quota, the signatory should be asked to mention his/her telephone no./mobile no.

17. Every Officer/Section/Federation will maintain a register containing the details of application for Emergency Quota, in which all such requests shall be diarised indicating all the journey details and also the source from whom the request has been received. The diary number of the request entered in the register shall also be indicated on the requests for Emergency Quota.

18. It would be the responsibility of the person forwarding or signing the requisition to ensure the credentials of the party travelling.

19. Requests for release of berths out of Emergency Quota received from the Travel Agents shall not be entertained.

20. In no case any officer should give the blank signed requisition forms to his personnel staff for release of berths out of Emergency Quota.

21. With a view to prevent the malpractices, reservation requests received from various quarters should be checked from time to time and in cases where there is doubt about the genuineness of the requests/letter, the position may be checked up by speaking to the persons concerned on phone for ensuring the genuineness of the requisition.

22. Periodic inspections by officers at all levels should be conducted at PRS centers to check illegal activities and prevent the nexus between touts and the officials working in the reservation offices.

23. All records pertaining to release of Emergency Quota should be preserved for a period of at least three months from the date of journey.

For the convenience of rail passengers, a new Express Train No. 14219/14220 will be introduced to run six days a week except Sunday between Varanasi and Lucknow from 17.05.2013 as per the following programme:-

The 14219 Varanasi- Lucknow (Six Days A Week) Express train will depart from Varanasi at 05.00 a.m. (except Sunday) to reach Lucknow at 11.45 a.m. the same day.  In the return direction, the 14220 Lucknow- Varanasi (Six Days A Week) Express train will depart from Lucknow at 01.00 p.m. (except Sunday) to reach Varanasi at 07.45 p.m. the same day.

Consisting of o­ne A.C. Chai Car, Twelve General class and Two Disabled Friendly Second Class cum luggage van coaches, the 14219/14220 Varanasi- Lucknow- Varanasi (Six Days A Week) Express train will stop at  Bhadohi, Janghai, Pratapgarh, Amethi and Raebareli stations enroute in both the directions.

The new train will be flagged off from Lucknow o­n 16.05.2013 at 10.15 a.m. and reach Varanasi at 04.25 p.m. the same day.

No concession is allowed in Tatkal Booking.

5. How much extra should I pay for my ticket?
Tatkal charges per passenger in addition to normal ticket. The Tatkal Charges have been fixed as a percentage of fare at the rate of 10% of basic fare for second class and 30% of basic fare for all other classes subject to minimum and maximum as given in the table below:-

7.CanI book tatkal ticket from all locations?
A.Tatkal tickets will be issued for actual distance of travel, instead of end-to-end, subject to the distance restriction applicable to the train. The same Tatkal berth/seat may be booked in multiple legs till preparation of charts.For some trains/class/locations Tatkal quota may not be available. Please check the availability before booking.

8.Can I book tatkal I-ticket to all places of delivery provided in irctc site?
A.No,Tatkal I-Ticket can not be booked.

9. What are the rules for cancellation?
A.No refund will be granted on cancellation of confirmed Tatkal tickets. For contingent cancellation & waitlisted Tatkal ticket cancellations, charges will be deducted as per existing Railway rules. Partial cancellation of Tatkal e-tickets is allowed but at least one passenger with ID card printed on ERS/VRM should not be cancelled. On cancellation of all the passengers whose ID card details is printed on ERS/VRM, all the passengers on that e-ticket will be cancelled.

We can offer a duplicate train ticket, in case of loss or misplaced, on paying of clerkage charges. The below official order explain the deduction and chargeable amount have to paid for duplicate tickets.

Issue of Duplicate ticket from the station (AS ON 1.5.07)

(1) (i) If the reservation status of the lost, misplaced, torn or mutilated ticket is reserved or RAC and duplicate ticket is sought before preparation of reservation chart, the station master shall issue a duplicate ticket in lieu of the original ticket on collection of the clerkage charge per passenger.

(ii) If duplicate ticket in lieu of a lost or misplaced reserved ticket is sought after preparation of reservation chart, it shall be issued on collection of 50% of total fare. Duplicate tickets shall not be issued for RAC tickets after preparation of reservation chart.

(iii) If duplicate ticket in lieu of a torn or mutilated reserved or RAC ticket is sought after preparation of reservation chart, it shall be issued on collection of 25% of the total fare.

(2) (i) No refund shall be granted in respect of charges collected for issuing duplicate tickets except where the lost or misplaced ticket is traced after the issuance of a duplicate ticket and presented along with the duplicate ticket before departure of the train.

The charges collected for issuing duplicate ticket shall be refunded after deducting five per cent. thereof subject to a minimum deduction of rupees twenty. In case the journey is also not undertaken, the cancellation charges on the original ticket shall be determined as provided under Refund rules.

(ii) The passenger, who has paid excess charges in train on account of his reserved ticket or RAC ticket being lost, misplaced, torn or mutilated, can make an application to Chief Commercial Manager (Refunds) of that Railway administration for grant of refund of the charges paid in train, who may, if decided, grant refund of the charges realized in the train after retaining the cancellation charges at 50% of fare per passenger provided that no one has taken refund earlier on the original ticket.

BOOKING E-TICKETS THROUGH AGENTS ?

KNOW THIS TO AVOID OVERCHARGING & WRONG PRACTICES

In order to educate people who book e-tickets through agent outlets and also to bring about an awareness and eliminate cases of ERS tampering, overcharging etc. the following dos & don’ts need to be followed :-

DO's for booking e-tickets through Agents

1.Check if it is an authorized agent outlet

    The details of authorized agent outlets are available o­n IRCTC website www.irctc.co.in
    Verify that the photo Id and the authorization certificate of the agent is prominently displayed at the agent outlet.

2.Fill up the booking/cancellation request slip for booking/cancellation of the e-ticket

                Always insist o­n your mobile number being fed into the system correctly.
                An SMS with details of your booking including fare and service charge will be received o­n the given mobile number, from IRCTC immediately as confirmation of booking.
                This SMS serves as a valid ticket which can even be shown to the TTE along with proof of identity during travel. Printout of ticket is not mandatory.

3. If printout is generated, ensure that name of the agent outlet booking the ticket along with address, contact number and name of Principal Agent are printed o­n the e-ticket.

4. Insist o­n a receipt for all bookings/cancellations.

5. One of the following proof of identity in original is a must while travelling (Voter Identity Card/Passport/PAN Card/Aadhaar Card (UID)/Driving License/Photo ID Card issued by the Central/State Govt./Student Identity Card with photograph issued by recognized school/college for their students/Nationalised Bank Pass Book with photograph/Credit Card with laminated photograph).

6. E-tickets can be cancelled through the same agent outlet without additional service charge for cancellation.

DONT’s for booking e-tickets through Agents

1. Do not pay more than the approved service charges which are applicable per e-ticket irrespective of number of passengers o­n the ticket.

2. For travel by AC classes, IRCTC service charge is Rs.20/- and Agent service charge is Rs.20/-. For sleeper class and  second sitting class, the charges are Rs.10/- each for IRCTC and Agent service charge. In both the cases, Gateway charges as applicable will be added plus Service Tax o­n IRCTC Service Charges.

3. There are no additional charges for printing of tickets or cancellation of tickets.

4. If the agent demands more than the prescribed service charges, complaint may be lodged at agentcomplaint@irctc.co.in (011-23745962) or care@irctc.co.in (011-39340000)

5. Do not buy e-tickets from agents during 8.00 am to 12 noon.

6. The website www.irctc.co.in is open exclusively for individual users from 8.00 am to 12 noon.

7. If anyone is found travelling with Advanced Reservation Period/Tatkal tickets booked by unauthorized persons/touts between the above period, the ticket is liable to be cancelled and penal action may be initiated under the Railways Act.

Online Reservation of Train Tickets

The change in the timings of Tatkal was made effective from 10.7.2012. The Indian Railway Catering and Tourism Corporation (IRCTC) website recorded its highest booking of 4.95 lakh e-tickets in a single day on 13th July, 2012. The average internet ticket booking was around 3.74 lakh per day in the month of October 2012.

In case of fully wait-listed tickets on which all the passengers are wait-listed, the names of all the passengers booked on that ticket are dropped from the reservation charts and refunds are credited to the respective bank accounts. Refunds of wait-listed e-tickets are processed by the system and the money is credited automatically into the account of the concerned. For expediting the processing of confirmed e-tickets, on which refunds are sought after chart preparation, the following measures have been taken:

1.    The Exceptional Data Report (EDR) system has been installed to facilitate faster verification of travel details of passengers.

2.    Enhanced Coaching Refund system has been developed by CRIS (Centre for Railway Information Systems) and implemented over the Zonal Railways to enable faster processing of refund cases.

System improvement based on the customer feedback is a continuous process.

Indian Railways Catering and Tourism Corporation (IRCTC) has launched the Rolling Deposit Scheme (RDS) on 22.08.2012 for individual users as a pilot project for a period of six months, with the following objectives:

(i) Reduction in time taken to book tickets

(ii) Reduction in the number of unsuccessful transactions on account of delays/network failure on part of the banks

(iii) Reduction of transaction cost

(iv) Faster crediting of refunds to customer account

(v) Improvement in overall system performance

An amount of `250/- is charged as registration fee for opening RDS which can be redeemed against the tickets booked by the users.
